A national mechanism for preventing torture and other ill-treatment will be in place from Jan. 1 next year under which staff of the ombudsman’s office will make random spot checks of incarceration facilities, Hungary’s basic rights ombudsman, László Székely said.
Gergely Fliegauf, the department head in charge of the prevention scheme at Székely’s office, said that international bodies had established that torture in Hungary is not systematic.
However, there are deficiencies in the detention conditions and problems as far as violence between inmates is concerned. Overcrowding stands at about 140%, he added.
