Tarlós: Homelessness 70% Welfare, 30% Functioning Issue For Budapest
The municipality of Budapest regards homelessness 70% a welfare issue and 30% a matter of the city’s ability to function, the mayor told public news channel M1 after the municipal assembly had passed an amendment to an earlier decree on homelessness.

The first decree approved in November 2013 listed areas in many Budapest districts where “living on the streets permanently” was a punishable offence.

In a major change, the latest amendment lifted restrictions on the presence of the homeless in public areas across the 14th district.

The quality of homeless care can, and needs to be, improved, Tarlós said, adding that the city of Budapest had been working together with the interior minister on the task for the past five years.
