Court Annuls Ban On Public Homeless In Hungary
The Constitutional Court has struck down as unconstitutional a ban imposed on homeless people which would have prevented them from living in public areas.

The Court established that it is irreconcilable with the defence of human dignity specified in the Basic Law that the state punishes those who, out of constraint, live in a public area. Homelessness is a social problem, which the state must handle via social administration and social care, the Court said.

Four judges added separate opinions to the ruling. Egon Dienes-Ohm remarked that local councils have been left with no legal tool to take action against anti-community conduct which not only disturbs the regular use of a given area but also endangers human life, health and asset safety.
