Rules For Initiating Referendums Need To Be Changed
Prime Minister Viktor Orbán has instructed the electoral bodies to analyse the current process of submitting referendum questions, and propose changes to the rules. His proposal came after a Socialist politician was prevented from submitting a referendum initiative on time on Tuesday because the entrance to the National Election Office was “blocked by 15-20 people”.

By the time Socialist MP István Nyakó submitted his question, he found that his submission had been preceded by a proposal tendered by a private individual.

Hungary’s referendum rules state that while a question is being examined by a court, it is not possible to submit another question on the same subject.

Orbán said that this was not the first time that such a situation occurred at the Election Office when it came to submitting referendum initiatives.

“We must draw the conclusion that the reason why such situations can occur is because the law [on submitting referendum questions] is not good enough.”

The rules currently in effect do not provide fair conditions for citizens to exercise their political rights, he said.
