The New Construction Law To Bring Changes In Hungary
The new construction law can bring a regime change to the building industry – said the Ministry of Interior’s Deputy State Secretary for Regional Development and Construction Péter Szaló on Tuesday during a consultation with building industry entrepreneurs in Székesfehérvár.

Deputy State Secretary Péter Szaló said: the process of execution is going to change in numerous ways. For instance, the exact roles of contractors and subcontractors will be defined, and an electronic construction diary will be introduced. The development of the new e-documentation system will be finished soon: not only the various construction designs will be found electronically, but the energetical licenses and building diary as well. These will play a relevant role in decreasing chain debts.

The Deputy State Secretary emphasized: they would like to develop the already existing financial cover-handling system even further. Currently the system can only be used in case of EU investments worth more than one billion forints. Previously it was successfully used in case of smaller works, too.

Physical execution will be connected to financial execution at every level of the construction. The entrepreneur who is “higher in the hierarchy of execution” will allow payments for the subcontractors. – Deputy State Secretary Szaló added.

According to the Deputy State Secretary there has no decision been made yet concerning the lowest level of investments but they would like to expand the minimal limit to 100 million forints. The relevant legal documents will be soon discussed at state secretarial and governmental level.
