Only long-term programs can be successful but they are expensive and the schools have no money. Civil organisations would do it for free but they hardly get any state support.

István Tarlós said no decision had been made concerning either the extent of the zone or the fee. He said efforts were being made in Brussels to “fend off” any requirement to introduce a congestion charge.
