At the signing ceremony, Minister of State for Infrastructure Pál Völner said that the agreements created a more predictable framework for both the state as contractor and service companies, making planning easier as well.

By way of preface, I should note that there are some commentators who say that one ought not take Kövér terribly seriously. He is just this kind of a fellow. Perhaps his bark is worse than his bite.
