Details Revealed In Moscow About EUR 10 Billion Loan To Hungary
The Russian government yesterday published on its website a decree on its €10 billion loan to Hungary, revealing details of the deal that the Hungarian government has not disclosed. Among them is the stipulation that Hungary must use the loan only for expansion of the power plant.

As was known, Russia will cover 80% of the costs of building two new blocks at the Paks nuclear power plant. Hungary is to provide 20%, but this is to be paid as the work progresses, not at the end of the project as the government had indicated.

Hungary may draw down the loan from 2014 to 2025 then must repay it in the following 21 years in euros. Repayment is to start no later than March 15, 2026, even if the construction work is not complete.
