Czibere insisted that three government measures had helped declining poverty trends: the enhanced fostered jobs scheme, cuts to household utility bills and the bailout of forex borrowers.

These were steps that had a significant impact on income and poverty indicators, he said, adding however that the jobs scheme and cuts to household bills offered only limited solutions to some households.

However, in some groups such as families with three or more children, in the 65-plus age group, in single-earner and female-earner families, the risk of poverty increased in the two years to 2014.

Poverty declined in households with a single child and in those with more than two adults. It was also less onerous for children, youth and Roma.

Tárki estimated that poverty in Hungary was level with EU country averages in 2012.
