Fake sleeping pills and sedatives available only by prescription were made in the laboratory and exported mainly to Scandinavian countries.
The chief suspects are five Hungarians and one foreigner.
Four people are in police custody and a fifth person is under house arrest.
Emergency Police section head Zoltán Boross said police first received a signal from Norwegian authorities in 2019, who had seized counterfeit drugs from Hungarian couriers.
Hungarian and Norwegian authorities then formed an investigative team with the help of Europol and Eurojust.
In raids at 11 locations last Wednesday, police found more than nine million sedative pills and devices necessary for their manufacture and 7.5 tons of chemical substances.
