Fare Evasion Penalties Hike on Budapest Public Transport

Passengers caught travelling without a valid ticket or pass on the BKK public transport system will face higher penalties from 2 November, with several charges increasing by 20–25%.
The immediate payment penalty will rise from HUF 12,000 to HUF 15,000. Those who pay later but within 30 days will face a HUF 30,000 penalty, up from HUF 25,000, while the charge for payments made after 30 days will remain unchanged at HUF 50,000.
Passengers who buy a monthly pass on the day they are caught and present it within two days will pay HUF 7,500 instead of HUF 6,000. The charge for passengers who have a valid pass but cannot present it at the time of inspection will remain unchanged.
Budapest transport authority BKK expects the higher penalties to generate around HUF 560 million in additional annual revenue, as well as encouraging more passengers to purchase valid tickets and passes.
BKK said consumer prices have increased by around 30% since the penalties were last raised in September 2022, reducing their deterrent effect. Mayor Gergely Karácsony signed the decision in September.
