DK Finalises Anti-Graft Bill in Hungary
The opposition Democratic Coalition (DK) has submitted its anti-corruption package of bills to parliament, the party's director told on a press briefing.

Laszlo Sebian-Petrovszki said the package aimed at eliminating graft at all levels of public life and in the economy.

One proposal, he said, is a corruption fine paid by company managers and owners found by EU bodies to have acted corruptly, with the size of the penalty equalling the fine imposed on Hungary.

The bill also would lay the groundwork for Hungary to join the European Public Prosecutor's Office, he said, adding that the law on the public prosecutor would be changed in such a way that the prosecutor "can no longer forestall corruption probes and prosecutions".

Meanwhile, the bill aims to strengthen the State Audit Office by expanding the scope of the its anti-graft functions while also replacing its current leadership.

Further, documentation related to public procurement tenders would be made public under the bill, with details of subcontractors of companies that win contracts also published, he said.

With a view to eliminating secret party financing, the bill seeks a total ban "on the distribution of state propaganda".

In addition, DK wants a ban in Hungary on contracts with offshore entities, he added.

Other proposed measures include conflict-of-interest rules banning any ties between officials who prepare public procurements and those who decide on them, as well as the winners, he said.
