New Fixed Custom Duty on Small Parcels Comes into Force in Hungary

From 1 July, new European Union customs rules will come into effect in Hungary, introducing additional charges on low-value purchases ordered from non-EU online retailers.
According to Hungary’s National Tax and Customs Authority (NAV), goods arriving from outside the EU in consignments valued below EUR 150 will become subject to a customs administration fee of EUR 3.
The change is designed to simplify and standardise customs procedures across the EU, but shoppers ordering inexpensive items from international online marketplaces may notice an increase in final costs.
NAV spokesperson Szilvia Linczmayer explained that the EUR 3 charge does not apply per parcel, but per product category contained within a shipment.
For example, if a customer orders a T-shirt, a mobile phone case and a pair of headphones together in one package, these count as three separate product categories. In this case, the total customs administration charge would amount to EUR 9.
The new system means that combining multiple types of products into a single order may not necessarily reduce customs-related costs.
The rule affects purchases from online stores located outside the European Union and applies even to lower-value shipments that were previously subject to simpler import procedures.
Consumers in Hungary who regularly shop from international marketplaces are advised to check where goods are dispatched from before completing purchases, as some platforms operate both EU-based and non-EU fulfilment centres.
With cross-border online shopping continuing to grow in popularity, understanding the origin of shipments may help buyers avoid unexpected additional charges.
