Only long-term programs can be successful but they are expensive and the schools have no money. Civil organisations would do it for free but they hardly get any state support.
EUR 160M In EU Support For Hungary’s Hospital Development

The European Commission has approved more than 160 million euros in support for hospital development in Hungary. The EU regional development support from 2007-2013 budget allocations is for Hungarianfunded projects already started or completed, the commission said.
