SUBMITTED PHOTOS MUST BE IN ONE OF THE FOLLOWING CATEGORIES:
• THE CO-EXISTENCE OF ETHNIC HUNGARIANS LIVING BEYOND THE BORDERS OF HUNGARY WITH OTHER MINORITIES AND THE MAJORITY POPULATION,
• THE LIFE OF MINORITIES AND NATIONALITIES LIVING IN HUNGARY.

All citizens of the EU and of the neighboring countries of Hungary are welcome to participate.

Between January 1 and June 30, 2011, Hungary will take over the rotating presidency of the Council of the European Union, with close cooperation with Spain and Belgium, the countries holding the two previous presidencies. The meeting of the EU presidency working group of the National Assembly of May 6, 2008, adopted a unanimous position of the parliamentary parties, stating that the issue of regionalism, the diversity of languages and cultures and the preservation of minority traditions must be incorporated among the goals of the presidency.

The protection of these same values was included among the Union’s goals laid down in the Lisbon Treaty: The Union “shall respect its rich cultural and linguistic diversity, and shall ensure that Europe’s cultural heritage is safeguarded and enhanced.” Therefore, the Hungarian EU presidency taking over in the first half of 2011 will give a special priority to the promotion of the inherited cultural diversity of Europe.

In our region, the traditional coexistence of communities of different languages and cultures, which has developed during the past centuries, is of unparalleled cultural value. Each ethnic group considers itself to be at home, in the same region in which it coexists with the other groups. This inherited cultural and linguistic diversity that has developed through long centuries still stands for a unique tradition and richness.

The aim of the contest is to introduce the lives of communities in the Carpathian Basin and the Moldova region in Romania in an exhibition worthy of the Hungarian presidency’s term. The large-scale exhibition will be located in front of the Parliament at Kossuth Square, displaying 50-100 of the best entries. There will be a photo catalogue published as well, along with the exhibition.

One can compete with single photos or photo series. One single photo or one photo series qualifies as one entry. A contestant may send up to 10 entries, regardless of the category. A series consists of a maximum of 10 photographs. Both professional and non-professional photographers may compete in the contest.
The Jury grants a 1st prize, a 2nd prize and a 3rd prize in each category. The Jury has the right to transfer the given entry into a different category, to take an outstanding photo out of the series and judge it separately, and to edit a given series for the exhibition. For lack of photo material of adequate standard, the Jury may decide not to award a prize in a given category, or not to award all prizes. The Jury is obliged to disqualify those who fail to comply with the contest’s rules.

The public judging process will be applied to only pre-judged photos complying with all formal and ethical criteria and suitable for the category.

THE JUDGING PROCESS, CONSISTING OF SEVERAL ROUNDS, IS THE FOLLOWING:
Pre-selection: November 22 – December 3, 2010
• in closed session; not public; not broadcast
• A The jury pre-selects the entries online, as per the category criteria, to ensure that only photos that comply with all aesthetic standards and suitable for the category content advance to the second round.

First and Second Round: December 7, 2010
• in open session: can be followed on the internet
• In this round the general public may also follow the judging process online (www.fotoklikk.hu), where the Jury further narrows the photo material in the categories. Photos qualified for the second round will be asked to be submitted also in high resolution, which can be uploaded online. The concerned parties will be notified by email. At the same time resumes and photo portraits will also have to be uploaded onto the registration website.

Third Round: December 7, 2010
• Selection of photos qualified for the finals. Cannot be followed online. Final results will be announced at a press conference in December.

3. AWARD PRESENTATION, EXHIBITION OPENING:
Prizes will be awarded at the opening ceremony of the open-air exhibition in March 2011 to be held at Kossuth Square.

4. AWARDS:
A total of three prizes will be awarded in each category, in the following amounts:
First Prize: EUR 1,000
Second Prize: EUR 500
Third Prize: EUR 300
The Jury reserves the right to award multiple prizes to any contestant. A Public Prize in the amount of EUR 500 will be awarded for one of the entries qualified for the third round, to be selected through online voting.

3. COPYRIGHTS:
By submitting an entry, the contestant automatically accepts the contest rules and also gives the organizers license without remuneration of any kind to use the photo(s) for publication purposes for the exhibition, to display them online during the judging process, and to archive them.

Those offering the awards have the right to use the photo(s) awarded by them royalty-free for promoting the contest.
The contestant acknowledges that the photographer (author) of the submitted photo(s) will be liable, including financial responsibility, for any violation of privacy or copyrights, caused by the act of taking or the public introduction (displaying) of the submitted photos.

6. FORMAL AND TECHNICAL REQUIREMENTS:
Photos submitted to the competition must be a truthful representation of whatever happened in front of the camera during exposure. You may postprocess the images electronically in accordance with good practice. That includes cropping, burning, dodging, converting to black and white as well as normal exposure and color correction, which preserves the image’s original expression.

The Jury and exhibition committee reserve the right to see the original raw image files, raw tape, negatives and/or slides. In cases of doubt, the photographer can be disqualified from the competition.

The correction of the photos must be performed in sRGB color space by using an accurately calibrated monitor. Corrections may consist of minor digital modifications for the whole photo, such as: levels, curves, color balance, hue/ saturation, and brightness/contrast; as well as the removal of technical faults created during the photography of the original picture, such as: scratches, chemical stains, or dust on the electronic sensor. The modification of certain parts or details of the photo is prohibited.

When entering the contest, contestants are asked to submit captions, in accordance with the form and the content, as attachments to the photos. Captions are limited to 200 characters with spaces. Introductory texts of photo reports are limited to 600 characters with spaces.

The photo and the caption cannot refer to the photographer, or the medium or agency delegating the photographer. The creation date of single photos cannot be older than January 1, 2005. In case of entries consisting of photos taken over several years, the creation date of any piece of the photo series cannot be older than January 1, 2005.

Entries may only be submitted in a digital form (or scanned for photos enlarged from a negative), by uploading them online to the server, together with the application form. Contestants using the traditional technique, i.e. film, must also have scanned files in high resolution – in accordance with the contest specifications –, suitable for digital enlargement.
Contest entries must consist of original photos of at least 5 megapixels (2562 × 1936).

Reduced versions (1400 × 1000 pixels) of these must be uploaded. A high resolution version of a maximum of 10 megapixels (3648 × 2736) must be uploaded in case of photos qualified for the third round, upon notification.
With entering the contest, the contestant acknowledges that he/she has a high resolution version of the submitted photo that he/she will upload, upon notification by the announcer, after the third round.

Contestant acknowledges that the announcer may disqualify him/her from the contest for the lack of the submission of the requested high resolution photo(s).

A) TECHNICAL REQUIREMENTS FOR THE PICTURE FILE:
Entries must be submitted solely in a digital form, after registering at www.coexistence.hu.
File format: JPEG, in highest resolution.

Size: 1400 pixels on the longer side for a landscape format, and 1000 pixels for a portrait format.
Digital files whose sizes are different from the given parameters will be resized after the server upload. The uploading of larger files takes significantly longer, which unnecessarily slows down the uploading process and the server; therefore, please resize all entries before uploading. When entering the contest, contestants shall upload all personal data onto the registration form, as well as captions for the photos. Digital materials not complying with the given parameters cannot be accepted.

B) NAMING OF PICTURE FILES:
The naming of picture files will be performed automatically by the system, thus contestants will not have to deal with this issue. Temporary names of files to upload cannot contain spaces, accentuated letters or any other special characters. The system will recode the file names after uploading to its own format, and the prohibited letters may cause problems. Later, photos can be found under the contestants’ entry number at the website (www.fotoklikk.hu). For other technical details please go to the online Forum at the uploading site, where all technical questions will be answered.

C) ENTRY FORM:
You can enter the contest by filling out an entry form at www.coexistence.hu (i.e. by registering on the website). One contestant may submit only one entry form. On the entry form the contestant certifies that he/she has accepted the contest rules; that each of the submitted pictures comply with all entry requirements; and that he/she will also upload the photo(s) in higher resolution upon request.

D) ONLINE UPLOADING OF CONTEST MATERIAL:
Contest materials will be received by a central server, to which contestants can upload their files after a preliminary registration. Registration can be made at www.coexistence.hu. On the uploading website, each user will have access only to his/her own data, and entries are not public. There is no entry fee. Uploaded photos may be modified until the entry is finalized. Finalized entries will be preselected by the Jury even before the submission deadline, thus closed entries cannot be opened again. The server will receive uploads between November 1 and November 30, 2010 until 12 PM.

The final results of the contest will be published at a press conference after the judging process.

Prizes will be awarded at the opening ceremony of the exhibition in March 2011 at the Parliament."
