Cameras In Ózd, Hungary Record Public Work, Not Workers Themselves
Cameras installed in Ózd in connection with fostered work are used for monitoring the work done by public workers rather than the workers themselves, the mayor of the city in north-east Hungary said. This type of video surveillance falls in line with guidelines set earlier by the data protection ombudsman, Dávid Janiczak said. The aim is to keep record of the work performed and the practice has not been objected by any of the public workers included in the scheme, he added.

Népszabadság daily reported recently that the local council had purchased cameras which, based on a document containing a job description for public workers, are to be used for keeping an eye on the labourers.

The local assembly decided to obtain the cameras and glasses with built-in cameras not only for the purpose of surveillance of public spaces but also to be used by the Start programme office which oversees fostered job projects, the paper said.

The public workers’ job descriptions contain a passage stating that “a sound, video and photographic recording can be taken at any time ... during working hours”.

This document must be signed by the public worker, who further agrees to the images being passed on, it reported.

Data protection ombudsman Attila Péterfalvi told the paper that anyone who makes recordings of public workers in Ózd are obviously handling data illegally. He added that his office would investigate the case.
