Video: EU Stalemate Over Hungary & Poland Budget Veto

The EU leaders' summit ended without a deal - after Hungary and Poland vetoed the financial plan earlier this week.

They say they won't sign off on the so-called "rule of law mechanism" that links the funding to countries upholding democratic norms. But the European Parliament is refusing to back down.

European Union member states “listened to Hungary’s arguments” and approved the country’s recovery plan which is expected to lead to the unblocking of recovery funding, Justice Minister Judit Varga said in Brussels on Tuesday.
