The Court of Justice of the European Union imposed a €200 million lump sum and a €1 million daily fine on Hungary last summer.
International lawyer Tamás Lattmann confirmed that the sum is non-negotiable and cannot be reclaimed through EU funds, despite Viktor Orbán’s claims.
Lattmann warned that further non-compliance could trigger additional rule-of-law proceedings and cuts in EU funding.
The European Commission is already deducting the fines from the roughly €10 billion Hungary is eligible for, while the government claims that the penalties are unjust and that the EU owes Hungary €2 billion for border protection costs dating back to 2015.
