New Environmental 'Super-Authority' to be Established in Hungary

A new environmental super-authority is scheduled begin operations on January 1, 2027, under current plans, Prime Minister Peter Magyar said while presenting decisions made at the previous day's cabinet meeting.
He announced that fines for the most serious environmental violations would be increased to 5 billion forints.
Magyar said the national, independent environmental authority would be established in stages and would take over key responsibilities in environmental protection, nature conservation, climate, animal welfare, water management, water protection, and forestry.
Its priorities will include awarding environmental permits for battery production, recycling, and neutralisation.
The new authority will strictly and consistently monitor industrial plants with major environmental impacts on a professional basis, he added, stressing that the rules will apply equally to everyone.
He also announced the introduction of a "three-strikes" rule, similar to the one in the Penal Code: if a large company violates environmental regulations three times within five years, it will face a minimum fine of at least half a percent of its net annual revenue, or at least 5 million forints.
Additionally, the 500 million forint cap on fines for serious waste-related violations will be abolished, he said.
