The state cannot spend all of the Ft 25 billion on advertising, as the budget includes production of video and print ads.
However, if the government spends only Ft 20 billion on buying advertising time and space, it will be the biggest spender on the market, the newspaper adds.
By comparison, media trade publication Kreativ calculates that the state spent Ft 60 billion on communication during the whole of 2010-14.
