Hungarians Residing Outside EU To Participate In Referendum On EU Settlement Quota
Pannon RTV, a Hungarian-language internet television which caters to northern Serbia’s ethnic Hungarian community, released a video report Thursday showing that the Hungarian government is gearing up to involve ethnic Hungarians living in Serbia in Hungary’s referendum against the EU refugee quota.

Tamás Wetzel, a Hungarian government commissioner, told Pannon RTV that “here in [this part of Serbia] they know best about the migrant flood, they felt it with their skin, and they know how important the migrant referendum is. So they, too, can take part in the referendum just as they were able to take part in the 2014 national election — they can vote by mail.”

He did not explain why those residing outside the EU should have a say in EU affairs. Nor did Pannon RTV think to ask.

According to the Hungarian government, the same rules apply to the referendum that applied to the 2014 national elections. As soon as President János Áder declares the referendum (and its date), all Hungarians that do not have an official residence in Hungary can vote by mail. Conversely, Hungarians who have declared residence in Hungary but live outside the country must either come back to Hungary or show up at a consulate or embassy to vote. They will not be able to vote by mail.
