The government decided to donate a 30-hectare area on the island, including the ruins of the palace of Roman emperor Hadrian, to the PIM in March, and Parliament approved the deal on Monday.
According to plans, the future centre will utilise former shipyard buildings that were later converted to clubs.
A 3,000-person music hall, exhibition centres and a Rock Museum will be built on the island – home to the annual Sziget festival –and the event boat A38 will be relocated there.
The government has set aside Ft 23 billion for the renewal of pop culture in the next five years.
