Review of Teachers' Performance Appraisal System in Hungary Gets Under Way
A comprehensive review of the teachers' performance appraisal system (TeR) has begun in both public education and vocational training, the minister of education and children's affairs said on Friday.

In a post on Facebook, Judit Lannert said the TeR had long been a subject of debate in the profession, adding that the current system "imposes excessive administrative burdens, consumes significant energy and fails to provide constructive professional feedback".

She said the obligation to upload portfolios for performance appraisal for this academic year has been suspended, but stressed that this change will not disadvantage anyone, as previously achieved appraisal allowances will remain in place.

She emphasised the importance of a culture of feedback, adding that a good appraisal system should provide support, confirmation and opportunities for development rather than "causing fear or anxiety".

Consultations with teachers, school leaders and experts will begin next academic year to jointly develop the new system, the minister said.

Scrapping the current teacher performance appraisal system will primarily harm children and lower standards, the parliamentary group leader of the opposition Christian Democratic People's Party said on Friday.

In a post on Facebook, Bence Retvari highlighted financial risks, as European Union funding for teacher pay rises had depended on the performance appraisal system. Hungary may now have to repay hundreds of billions of forints, he warned.

Government spokeswoman Eva Magyar announced earlier in the day that the government will scrap the current teacher performance appraisal system from the next academic year, saying it was overly bureaucratic and ineffective.

Retvari argued the system worked because it rewarded teachers who dedicated extra time to students, used innovative methods or pursued further training.

From September, this recognition would end, he said, adding that it would leave the hardest-working teachers worse off.

He noted the system was developed with teachers, trialled and refined before full implementation. "Improving it would have been welcome, but reckless destruction is not. Assess before you cut," he said.
