Teacher Appraisal System in Hungary 'Unfit for Assessing Real Performance'
Parliament's education committee on Wednesday backed a bill to suspend the current teacher performance appraisal system (TER) for the current school year. Tisza Party MP Anna Muller, the deputy head of the committee, said the existing system was unfit for assessing real performance.

The proposal, submitted by Muller and fellow Tisza lawmaker Balazs Kapronczai, calls for suspending the current TER rules until a new system is developed.

At the committee meeting, Muller said teachers deserved to have their work assessed on merit and outstanding performance rewarded.

She said the current system failed to improve the quality of education or enable fair evaluation, and teachers "don't feel like they have ownership of it".

Muller said the indicators used in the TER system were not suitable for quantifying the effectiveness of teachers' work.

She emphasised the need for a professionally grounded new system and support for school headmasters to effectively utilise evaluation and feedback tools.

"Even as the system is suspended, headmasters can still reward the best-performing teachers," Muller said.
