Any resettlement of migrants in European Union member states must be strictly voluntary, as mandatory resettlement is unacceptable, Parliamentary Speaker László Kövér said in Luxembourg. The European Court of Human Rights (ECHR) ruled against Hungary in a nonfinal ruling, stating that an applicant’s allegations of racially motived abuse had been inadequately investigated in 2011. The applicant, of Roma origin, filed the lawsuit against the Hungarian state after four men had insulted her and her children outside their house in Gyöngyöspata, in northern Hungary.

The local council of Óbuda, Budapest’s Third District, approved a “kitsch tax” on newly built homes at its meeting on Thursday. The tax is the local government’s instrument for enforcing its architectural rules after the entry into force on January 1 of a new law that waives official approval for the construction of homes up to 300m2, Népszabadság observes.
