Hungary’s Judicial Ethics Body: Citing “Gypsy Crime” Unethical
Citing “Gypsy crime” is unethical, the National Council of Judicial Ethics said, condemning a judge on Monday. Erika Mucsi, a judge in Gyula, summed up a recent case, saying “it cannot be denied that a relatively high proportion of criminals are of Gypsy origin.Although the circle of Gypsies and criminals is not identical ... the overlap between the two justifies the use of ‘Gypsy crime’ for describing the anomaly.”

Lajos Makai, the head of the Hungarian Association of Judges, launched a proceeding against Mucsi.

It found she had violated the ethical code of judges which requires impartial judicial behaviour. It is unethical for a judge to put forward his own personal views, the association found. 
 
Head of the National Judicial Council (OBT) Tünde Handó said in Debrecen that a new code of ethics for judges would come out before the end of 2014. 
 
A kind of “Ten Commandments in little”, the code will rule “what a judge can and must not say”, she said. 
 
Judges must not voice their personal opinion when announcing a verdict, and their impartiality “must be reflected both in speech and writing”, she said.
