New Lists of Countries from Where Guest Workers May Come to Hungary
The latest edition of the Hungarian Gazette includes two lists concerning guest workers coming to Hungary.

According to these lists, individuals who come to work—whether through labor leasing or as owners or senior officers of economic enterprises performing actual work—can be employed with a so-called National Card. This card allows for a stay exceeding 90 days within 180 days, but for no more than two years on a fixed-term basis within the country.

In January, there were officially 120,000 guest workers in Hungary – who are a separate category of foreigners working in Hungary compared to expats.

In the "Bruttó" podcast by Világgazdaság, Sándor Czomba, the Secretary of State for Employment Policy, mentioned in January that approximately 120,000 foreigners are present in Hungary as guest workers. The majority, around 40,000, are Ukrainian citizens.

There are also significant numbers of Serbians, approximately 16,000 Vietnamese, and slightly over 10,000 Filipinos. The number of other nationalities, such as Indians and Mongolians, is well below 10,000.

According to the Gazette published on Monday, third-country nationals eligible for employment with the National Card can come from the following states:

* Bosnia and Herzegovina
* North Macedonia
* Belarus
* Moldova
* Montenegro
* Russia
* Serbia
* Ukraine

The countries listed for general guest worker residence permits within Hungary include:

* Philippines
* Indonesia
* Kazakhstan
* Mongolia
* Vietnam
* Brazil
* Georgia
* Kyrgyzstan
* Venezuela
* Colombia

At the beginning of the year, the Ministry of National Economy announced that in 2024, based on the guest worker law passed last year, the maximum number of guest worker residence permits and employment-related residence permits issued will be capped at 65,000.

The decree was signed by Prime Minister Viktor Orbán.
