Magyar said it had become clear since 2010 that the "overcentralisation of the education system" had exacerbated rather than resolved the problems of public education.
The government aims to create a reliable financing system for schools and to strengthen institutional autonomy, she added.
Further, the government has tasked the minister with involving the directors of educational institutions in the decisions made in educational districts by June 15. She is also to prepare the legislation amendments necessary to widen principals' competencies, she added.
The government has also decided on the measures necessary to restore the collective rights of public education employees, she said. The ministers of education and child welfare, social and family affairs and justice will prepare a proposal to strengthen the rights of trade unions operating in the sector, she added.
