New Airbnb Restrictions Planned in Budapest’s Eighth District
Budapest’s Eighth District council is launching a public consultation on the regulation of short-term apartment rentals, with the aim of limiting rather than banning Airbnb-style accommodation.

Under the district leadership’s proposal, short-term rentals would be capped at 4% of the local housing stock.

The district had 1,760 registered short-term accommodation units in March, including 53 hotels, guest houses and hostels, of which 1,707 were private or other accommodation units typically associated with platforms such as Airbnb.

These currently account for roughly 3.5% of all homes in the district.

The local government is proposing a three-tier regulatory framework covering district, neighbourhood and condominium levels.

At district level, the overall cap would be set at 4% of the local housing stock. Neighbourhood-level limits would be in the 1-6% range, with stricter restrictions in the densely affected inner areas and more permissive rules in outer neighbourhoods, where short-term rentals remain limited.

At house level, the proposed ceiling would be in the 10-20% range, ensuring that permanent residents remain in the majority within residential buildings.
