Anyone living in Budapest is familiar with the sight of delivery cyclists navigating heavy traffic or bustling pavements. While the convenience of food delivery apps like Wolt and foodora has become a staple of urban life, the rapid increase in riders has occasionally led to friction with pedestrians and motorists. As of April 1, 2026, the city has addressed these concerns by officially signing the Budapest Cycling Courier Road Safety Charter.

A Collaborative Solution to Urban Friction

The surge in delivery services, which accelerated during the pandemic, brought thousands of new cyclists onto Budapest’s streets. The resulting challenges — ranging from sidewalk congestion to safety concerns at intersections — prompted the city to move beyond a patchwork approach.

Under the leadership of Mayor Gergely Karácsony, a broad coalition was formed to create a unified framework for road safety.

The charter is the result of months of negotiations between a wide range of stakeholders, including:

City Authorities: The Budapest Centre for Transport (BKK) and the Budapest Municipal Law Enforcement Directorate.
Law Enforcement: The Budapest Metropolitan Police Headquarters.
Industry Leaders: Foodora and Wolt Hungary.
Advocates: The Couriers’ League (an advocacy group for the riders themselves) and the Hungarian Cycling Club.

By bringing delivery platforms and courier representatives to the table as equal partners, the city has opted for a collaborative model rather than one based purely on new regulations.

Key Pillars of the Charter

The initiative focuses on long-term strategy and education rather than immediate penalties.

Central to the agreement is the development of the Budapest Urban Freight Transport Strategy, created with direct input from BKK and the courier companies. This plan will better integrate delivery logistics into the city's overall transport network.

Other significant commitments include:

A Permanent Safety Roundtable: This forum will meet at least once a year to analyze traffic data and update safety recommendations as the city evolves.

Multilingual Training: Recognizing the diverse background of the courier workforce, a comprehensive training program has been established. Based on materials from the Hungarian Cycling Club, the curriculum is available in Hungarian, English, Vietnamese, and Urdu.

Standardized Onboarding: Delivery companies are currently evaluating making this safety training a mandatory requirement for all new riders joining their platforms.

What This Means for the Expat Community

For international residents and visitors, the charter signals a more predictable and respectful environment on the streets. Whether you are walking through the 7th District or cycling along the Danube, the goal is to reduce the "games of chance" that can occur at busy crossings.

The timing is particularly relevant as Hungary prepares for its most significant Highway Code reform in over 50 years, set to roll out in September 2026. These new rules will provide clearer guidelines for cyclists, e-scooter riders, and pedestrians across the country.

Furthermore, with Budapest aiming for a 10% cycling mode share by 2030, these safety measures are essential for the city’s transition into a more bike-friendly capital.
