'Shocking, Outrageous’ Conditions Exposed in Hungarian Children’s Homes

The recently uncovered events in children's homes are "shocking and outrageous", Judit Dioszegi of the Tisza Party, the chair of the parliamentary committee investigating the systemic crisis in child protection, said on Facebook.

Dioszegi respnded to the Direkt36 portal’s publication of the results of an investigation ordered by the previous government in 2024 into children’s homes, which the portal said had revealed serious deficiencies.

The committee chair found it "particularly appalling" that in one institution, children in a vulnerable position were forced to submit to abuse in exchange for food. 

"Such inhumanity should never have been allowed to happen under any circumstances," she said.

Dioszegi also called it "outrageous" that the reports were concealed and that, despite the previous administration’s knowledge of the incidents, no meaningful intervention took place.

 "They cannot claim they did not know! They knew, yet they failed to protect the children."

The newly revealed information provides evidence that the system had been unable for many years to protect the most vulnerable, she said.

One of the most important goals of the committee’s work is "to examine who knew what, when they learned of it, and what signals were received by institutional, maintaining, and government actors," she added.

She added that by the end of the committee’s mandate, it aims to submit legislative and institutional proposals to parliament to ensure that abuses in child protection institutions, signals of child endangerment, and serious problems uncovered during inspections no longer go without consequences.
